Citizen input sought to help with improving sanitation system in Sao Paulo, Brazil.

Problems and Purpose

Participants were asked to respond to the question "How to build a basic sanitation system accessible to all?"

Background History and Context

The city of Francisco Morato has poor sanitation conditions, which are exacerbated in poorer areas by extreme wet weather events. [1]

Along with this, there is also a lack of education and management around proper waste disposal. [2]

This assembly is part of the Decidadania project.

Organizing, Supporting, and Funding Entities

The National Endowment for Democracy funded this initiative.

Delibera Brasil was responsible for delivering the citizens' assembly.

Participant Recruitment and Selection

40 people took part in this climate assembly.

Participants were recruited through invitations to eligible people based on their proximity to the issue and through popular sites and online forms. [3]

Methods and Tools Used

Citizens' assembly

What Went On: Process, Interaction, and Participation

Participants came together over five Saturdays from October to November 2022, deliberating on a different topic related to sanitation every time they met. [4]

Prior to deliberations, a content group was established to provide background information and policy proposals for the deliberation process. [5]

Deliberations involved considering multiple points of view about the issue and possible solutions, and drafting recommendations to be presented to local council. [6]

Influence, Outcomes, and Effects

Local government had committed to implementing recommendations from citizens' assembly, with any necessary adjustments. The recommendations were delivered publicly via a press conference in the City Hall. This involved a commitment by local councilors to respond to the recommendations. [7]
